Can I file legal action against a company that has kept my debit card number on file and taken money from my account without my permission?

More information is needed but probably not, assuming you supplied the number. Most online and paper transactions where you do that have fine print that I'd have to see to answer you.

Simple solution: do a charge back and have the bank issue a new account number.
