If you have an agreement for payment, and they breached that agreement, sue them in small claims court. If they owe more than $7,500, watch for the jurisdictional limits.
As a franchise attorney, I recommend another approach. If they violated the employment-related agreement, contact your local employment development or labor department. They will investigate and take appropriate action. Let your tax dollars start working for you. Consult with a good business or franchise attorney in your area for specific advice.

While filing a claim in magistrate (small claims) court may be an option at some point, I would first recommend having an attorney send a demand letter for the unpaid amounts. This may save you the hassle of having to file and appear in court.
I doubt that any government agency will provide any assistance since it is not a minimum wage issue.
