health insurnce offered by employer
is it discrimination against another to offer health insurance to a manager at a lower rate then a full time regular employee?

Yes, just as it is "discrimination" to offer other employees higher pay, more vacation, and different benefits. Virtually all employers offer different employees different compensation and benefits packages.
