Can I legally reduce an employees wages for not doing their job?

Maybe yes and maybe no (how come you are running a business without a relationship with a retained lawyer, as that is almost always a mistake?). It depends on whether there is an employment contract or offer letter, whether you dip below the minimum wage, etc. Just a practical question - if someone is not doing a job why not fire them?

As Mr. Ashman states, as long as the employee is at-will (i.e. no guaranteed term of employment) and the pay does not fall below the minimum wage, you are free to modify wages as you like.
