unauthorized cell phone use, do I have to pay?
I hold a cellular contract under which I allocated a phone to my mother in law.
She loaned the phone to a friend of hers who ran way beyond the minutes
allocated in my contract, increasing my phone bill by two thousand dollars.
The phone company did not notify me of this until the regular billing time.
They argue, I hold responsibility for the charges as I hold the contract. As
these charges were unauthorized by myself, am I still liable?

Absolutely, you are responsible for the bill. It is your phone and contract, and your decision to loan the phone. The carrier certainly should not be responsible for your unilateral decision. Otherwise, everyone would say that their phone was used by someone else. You can certainly ask for reimbursment from the person who ran up the bill but that is a matter between the two of you and not the carrier.
