when a child who is receiving child support turns 18 and is going on to collage and divorce papers say pay till 18 or 20 if going to secondary school can the parent stop paying or is she covered till 20 if she stays in collage?

If the order requires the parent to pay until 20 if the child is in college, the parent cannot simply stop paying once the child turns 18. If payments stop, the custodial parent should file a peititon for contempt with the issuing court.
Your post is confusing. Secondary school is HIGH SCHOOL, not college. What do your papers say?
There is no requirement to pay college support UNLESS the divorce papers provide for it. Read your divorce papers closely. My guess from what you have stated is that their is absolutely no duty to pay college support. That said, many parents may want to help their child through school and I would encourage you to lend support insofar as you are able even though no law requires you to pay.
College support ends at 18 or graduation from high school (secondary school) UNLESS the child for some reason needs an extra year or two. In that case, the child support can continue if the child is making sufficient academic progress. And even then, it cannot go past age 20 regardless of whether the child graduates or not. But this rule only applies to high school, not college (post-secondary school).
