I have been divorced 9 years, I have full custody of my 3 girls. One of my girls is in NY for a summer visit with her father, she is begging to live up there. She is scheduled to fly home tonight, if she is not on the plane what legal options do I have?

It is useless to speculate about non-existent problems, and is actually unhealthy, as it causes needless stress (and a lawyer can't react to a problem that hasn't happened). If that occurs, call a lawyer at that time. Unless it does, stop thinking about it.
Before the time is due, confirm the flight information with the father. If he keeps her, you should file a motion for contempt based on his failure to comply with the court's order. Upon filing for the petition for contempt, he may return her or file for a petition for modification of the child custody order that gives him full custody. If the matter is heard in Georgia, the court will not consider her desire to stay with the father.
