Is a draft written on a sheet of notebook paper during mediation binding? No judge signed.

You've left out way too much information to answer. Typically, mediation agreements are handwritten, and there are procedures to enforce them, but siunce you neglected to say if both parties signed, if they had counsek, if the mediation was court ordered, the type of case, etc. there is no way to answer except to say you need a lawyer.
