is ex husband of minor child required to pay for braces(teeth) if he does not agree she needs them ? Can he get a 2nd opionion?

It all depends. Do you have a child support order? If so, what does it say about medical expenses such as braces? Who has legal custody? If it's shared, who has ultimate decision making authority?
A second opinion may expedite matters if the second dentist says she needs braces. However, without reviewing the child support and custody orders, it is impossible to determine his rights and obligations.
