my husband did not pay full alimony. What can I do?

File a Motion for Contempt with the Court that issued the divorce decree. They can garnish his wages.

Phillip's answer is incorrect or at least incomplete.

Garnishment (done in state court) and contempt (done in Superior Court) are two very different remedies. Start by contacting a lawyer to determine which (if either) route is best.

Before filing the motion for contempt, you may want to put his missed payment in writing - personal e-mail or letter (certified mail/return receipt or priority mail with delivery confirmation). Thereafter, if he doesn't make the payment, you can file the petition for contempt (with or without a lawyer). Of course, in most cases, it is better to have an attorney.
