Can a judge tell a person where he or she has to live and work in a civil child support case

Since you chose to give no specific facts, there is no way to give a useful response other than to tell you that you need to talk this over with your lawyer (and you should have one). Judges can certainly tell people what they need to do (or should do) in child support cases.
