Parental rights of a stepparent

If the stepparent of a child/children is at a park or doctor's office with the child/children of the parent who has physical custody of said child and the non custodial parent arrives and demands that the child/children go with her what rights does the stepparent have? Does the stepparent have to release the child/children to him/her? Can the stepparent refuse and be protected by the law?
