Problem with a step-parent

Does anyone know of any situation where legal action has been pursued against a step-parent for excessive mental and emotional abuse? The non-custodial parent has been talked to about this over and over and will not do anything about it. The step-parent has had a serious impact on the child that is very concerning.

You may have an easier time going against the non-custodial parent. Sounds like a possible basis for a modification of visitation/custody to ask for restrictions or supervision on the non-custodial parent's time. You will need to have evidence of the harm to the child, say from a psychologist or other mental health counselor.
