Can my ex wife who is the custodial parent in this case....get child support order and any arrears canceled in the state of GA?

Arrears never go away. And since it is a crime for someone not to pay child support for 30 days regardless of a court order you can go to jail. And no, obviously a judge is not going to harm a child and "cancel" support. Man up and pay, including the arrearage, before you get arrested.

I am assuming child support was part of the divorce. Only a Judge has the right to amend child support.
