Does a cosigner on an apartment lease have the right to a key and to enter the apartment?

Maybe, but not necessarily. E.g., a parent could co-sign for a child but the parties might agree that the parent shall not have access to the apartment.

A co-signer is not the same as a tenant or lessor. We do not have the lease, but that is the first place to start. Generally, unless the documents say otherwise, a co-signer has only one purpose - pay the debt if the primary party fails to -- and few or no other rights.
