Dispute about Residential property line

We moved into a new subdivision a year ago and I have problems with one of my neighbours:

1. Their dogs do their business in our property and they do not clean it up.

2. When we moved in, developer had wooden markers seprating our properties. He removed these markers and now he is mowing lawn that falls into our side of the property.

When verbally approched, he agrees and then does not take corrective actions.

I do not know what actions I should take. Please advice me on how to solve this problem without incurring lots of expendires. Thanks

Get a current title survey showing metes and bounds indicating where your property ends and the neighbor's starts. An attorney's letter should get is attention.
