how do i file a subpoena duces tecum in fayette county court

You hire an attorney that knows what he/she is doing so your "lawsuit" doesn't fail.
But since you're asking this question I can only assume you made the awesome mistake of not hiring a lawyer. I guess you don't value your claim very much. It probably has no merit. Am I right?

I understand not everyone can afford to hire an attorney or qualify for a pro bono attorney.
If you're going to handle the matter alone, you need to learn the relevant court rules. Go online to obtain the Georgia rules. Of course, there are sections on subpoenas and service.
You can obtain the subpoena from the court clerk.
