what recourse do I have? friend wrecked my car, while driving, they will receive a settlement, but are not willing to reimbursement me for my car

If the wreck was your friend's fault, you can sue him in small claims court. If the wreck was the other driver's fault, you can contact his/her insurance company. (If they are going to pay a settlement for your friend, they should also pay for your car.) First step: contact YOUR insurance and ask for more info.
