sentimental value worth more than monetary offering

I trusted a well-known jeweler to clean and repair my jewelry in return I got poor customer service, frauded on postage paid (which I have Proof) and my jewelry was sent to the wrong address now they are offering me a check that can't match the sentimental value of my jewelry.

What legal actions can I take?

You have a right to the actual depreciated value (NOT sentimental value). Since you say they have offered that, they apparently are doing what they should.
