Legal Question in Civil Litigation in Georgia

Can the spouse of a custodial parent sue the non-custodial parent for support given to a stepchild if a custody and child support agreement is in place but the non-custodial parent has paid almost nothing for nearly eight years? I make more than half of the household income and have a child of my own that does not belong to my spouse. I have been providing support using my income combined with my spouse's for nearly eght years now, while my stepchild's non-custodial parent has contributed nothing and continues to make excuse after excuse for not being "able" to pay. The child support agreement was put in place AFTER our marriage, so I did not go into the marriage knowing that the non-custodial parent was not going to honor her obligation.

Your spouse has to take the initiative and file a motion for contempt and back child support. Why hasn't (s)he done so?
