Legal Question in Civil Litigation in Georgia

My toy poodle went into next door neighbor's yard and her dog weighs apprx. 80 - 100 lbs and was chained but managed to grab and kill my dog, do I have grounds for a civil suit?

Your neighbor's dog was restrained...in its own yard.....no. If your dog was loose and off your property, it was your responsibility.
