Legal Question in Immigration Law in Georgia

I filled form I-130 for my brother at the California Service Center in 2001 and I have moved to Georgia in 2002 and have been living here since then. My brother's case was approved and moved to NVC. My question is: Does the Laguna Service Center have anything to do with waiting time process for a visa? Would the waiting time for the case be less if it was tranfered somewhere on the eastcoast? No, California service center has nothing to do with the waiting time for your brother's petition.

Minimum waiting time in this visa category is 10 years+ (for brothers of US citizens born in most of the countries). This time is based on the Department of State Visa Bulletin, and not on a particular service center's processing times.
