No compensation for on-call services

I would like to know if a employer could put a non salaried employee on final warning. Based on the fact that non salaried employees are not compensated for carring a pager while off from scheduled work. How can these employees be punished when there is no contract stating that these employees are required to answer.

We know nothing about the terms of your employment, or what it means to get a "final warning," so your questions cannot be answered. We also have no idea of the nature of your job and the need for a pager, or whan happens if you get a page. Many jobs probably require a pager or cell phone, and the employee gets paid upon getting called in. I doubt many of those employees expect "compensation" for carrying the pager - it is simply part of the job and they are free to keep it or seek other employment. With respect to there being no contract, most employees have no written contract for the work they do. They simply follow the employer's instructions.
