can an employer of a salaried employee require that they take a vacation day when the employee cannot get to the office because of a winter storm?

Yes, unless they have a written contract to the contrary. They can also fire the person for not coming in. Georgia law provides no protection for employees from an employer who doesn't care he is putting his employees in danger.
