Is it illegal to modify hiring practices and procedures to favor a (single) particular candidate

It all depends on the employer and why the employer is doing this. You didn't say if the employer is a governmental entity or a private employer. Next, if the employer is a private one, as a general rule, it can hire, fire, and promote anyone as long as the purpose is not to discriminate based on age, sex, race, religion, disability, or national origin.
