i am using fmla for my minor child who has epilepsy and speacial needs, i was given a 9 to 4 request due to my child being left alone because of his seizures,but was told i now need to be the late person because i come in at 9 when i'm scheduled for 8:15 to 5 is this legal, for my supervisor not to let me leave at the 4:00 time i need.

You've omitted any facts whatsoever to answer you, as you haven't stated what difference 8:15 and 9 or 4 and 5 mean. IUf you weren't able to articulate them here it is reasonable to assume that you also failed to articulate them to your employer.
