Can a landlord require you upon move out to have the house professionally treated for flea extermination if it is not in the lease, and there is no evidence of fleas?

Maybe, but since you chose to not tell us the whole story, such as why the landlord made the request, whether you have dogs, cats, etc., you can't get a firm answer.
