lock on door to keep child from opening

I am currnetly living in low income housing. My 13 year old son has autism and is nonverbal. He has tried to exit the front door with the babysitter. I am afraid that one day he may try and run out in the street. I asked the landlord if I could purchase a lock which could only be unlocked with a key. She said that according to hud rules that would be a hazzard because if something happened and we couldn't get out in time they would be liable. Is there anyway I can remedy this situation or is she just making up something to shut me up?

Your proposed solution is obviously dangerous to anyone in the house in the event of a fire or other emergency.

Go to http://www.targetwoman.com/articles/child-safety-tip.html to read about child safety in the home. Perhaps you could find a company willing to give you a door alarm for free that makes a loud sound if the child tried to exit the home. Some of those door alarms are relatively inexpensive, run on batteries and do not cause damage to the door when installed.
