negligence for concrete block in parking lot?

I parked one night at my apartment where there was a concrete block to keep cars from moving forward. I noticed that there was a metal spike sticking up from the block which scratched my cars bumper. Can I make a claim against my landlord's insurance due to negligence?

Sure you assert a claim (how insurance may be relevant is a different issue), but thy may or may not pay or take it seriously. We can't guess about the missing facts - how far the "spike" is sticking up, whether it is obvious, whether your bumper is unusually low, etc.
