If my neighbor puts up a fence. Do they have the right to come on to my property to maintain or paint it without tresspassing?

Unless your neighbor has an easement or some other special covenant or agreement, the general answer to your question is no, and if he enters your property to repair or paint his fence he will be tresspassing.

If he's tresspassing and you want him to stop, I would be happy to assist you with a cease and desist letter.
