Rental question?

Is it legal for the pastor of a church to purchase property under the church's name to rent? If so what procedures do you have to go through to do this?

We do not know the authority given b the church to the pastor to act for the church. It is likely an issue you need to address to the people involved.

It depends on whether the documentation of the church gives the preacher the authority to do this. Consult with a local attorney.
