in the state of Georgia how do I serve the defendant in a different county, transaction giving rise to the lawsuit occurred in the county where the property was located, if I have the sheriff serve her in the county where she lives how do I get it in the county where the damages happen

You may not be able to. With some exceptions, you are required to file the lawsuit where the defendant resides.
