Executer's Abilities

Can an executer distribute or claim ownership of property (in this case, graves that are unoccupied) without the authorization of the children of the deceased and without instructions in the will?

Gravesites are just like other property: the Executor has no more nor no less interest in the property than the deceased had. Also, these properties must be disposed of in accordance with the Will, unless all the Will beneficiaries can agree otherwise.
