Can a newly arrived couple to the US divorce each other and lawfully stay in the US?

They might be able to divorce, provided they meet the State divorce requirements. However, it's not clear from your question what basis for staying in the USA permanently they might have. I suggest, they coinsult a good immigration lawyer.
