I'm moving and would like to know if it is legal to apply a label over the old adress with my new address on my personal checks to keep me from purchasing new checks.

I know people do it all the time. The only time it is "illegal" is if the change is to defraud the person you're giving the check to. So the real question is whether your checks will be accepted as altered; everyone is different but usually if you have ID that matches the correct address that can be helpful. It may become a problem that could cost you more than some new checks.
