Legal Question in Construction Law in Illinois
contractor liability
I have a difficult client who keeps
increasing punch list items. They
still owe me money. (Enough to cover costs of punch list items). Is it legal to tell them to use the money and find someone else to complete the work
since they obviously can't be satisfied by me.

That is not the issue. To get substitute performance it may cost them more than they owe you and you would be on the hook for the extra money.
My advice is to stay and finish the job.
