Is it legal for someone that has had a stroke leaves property to a grandaughter by a written and signed, dated letter?

Thank you for your question. My first question for you is did the person who had the stroke die? A written, signed, dated letter generally will not constitute a valid will unless it has been witnessed by two people? Was it in fact witnessed? If the individual did not die, what type of property were they trying to convey?? Do you have a copy of the letter?
