Can the Village of Bellwood, Ill make me pay a fine because they lost the inspection report that was done in 2005 by one of their inspectors?

I don't think they can make you pay a fine because they lose a report. But they can make you pay a fine for a reason for which they are authorized to assess a fine. What are the details of this situation?
