Legal Question in Credit and Debt Law in Illinois

I do business on eBay and yesterday had a sale go side ways even though the product was shipped. The product was shipped immediately upon payment as it is an electronic product. Long story Short PayPal has withheld my funds in excess of $900 Dollars for 180 days with out a reason besides something they believe to be true but isnt.
