Legal Question in Credit and Debt Law in Illinois

I have been called by a collection agency. First he threatened me with garnisment. Then, he stated that I could settle and pay him back because he would be putting up the money from his own pocket. He does not sound legitimate. I am willing to pay my debt. How should I go about it? Should I make arrangements with this man?

is this a legitimate debt collector? you can request that the debt collector to provide you with written documentation on the debt.
