If you were to marry someone with a large credit card debt are you then responcuble for their debt?

No. As general and almost universal rule to be liable for a debt you have to be the one who agrees to incur it or be responsible for it. In your situation, if for some reason you were to agree to "guarantee" the debt then you could be potentially liable, however there is no reason to do that.
