Legal Question in Credit and Debt Law in Illinois

My federal income tax return was seized by a state agency that I had a payment arrangement with recently. This was not back child support, unemployment or student loans that was seized. (I don't want to get into large details of the problem.) Is this legal if I, in no way, defaulted on this payment arrangement? Are they required to give notice? I received no notice from said agency, save the IRS website the day it was intercepted. This has caused a large amount of problems as of late. I'm just wondering if I have any say in what happened or if they can legally just take what they want even if I followed all their rules for repayment.
