Legal Question in Credit and Debt Law in Illinois

Hi My name is John Thomas and i need to ask you something important. I have a friend who is very stressed out and i think scared. He has been working and at the same time filing for unemployment at the same time. he now suddenly feels extremely guilty and remorseful and turned to me for advice. I wanted to know if he stop immediately, could he avoid getting arrested?

While he has committed fraud, if he consults with an attorney, they may well be able to go to IDES and work out a simple repayment plan, avoiding criminal charges. He may be using two different SS no.s which is a different problem.
