Paying a Returned Check

In July of 2002 I had a check returned for insufficient funds. I wasnt aware of this until recently when I was sent a letter by a debt collector informing of this (the account was shortly closed after the July check, and Ive moved since and never occured to me to do a final balance). My question now is the collector insists that I make payment by Western Union Quick Collect, which is an additional $12.95 on top of the $30 they are charging me for the fee, plus the amount of the original check ($23.00) I prefer to mail payment in the form of a money order or cashiers check, but was told they wouldn't accept either. Is this legal that they demand payment in whichever form they choose, knowing it will cost me more money to pay them? I intend to pay this debt, and would have long ago had the store contacted me saying the check was returned, but paying $65.95 for a $23.00 check seems like robbery!

Try talking to them - insist you have a right to pay and a cashier's check should be acceptable.
