Can someone be charged for domestic violence if pictures were taken as evidence but the other party did not press charges?

If the authorities are in possession of evidence that points to domestic abuse theoretically they can take it to the State's Attorney to determine if charges will be brought whether or not the abused party makes the complaint. But without the abused party's support, making the case can be more difficult.
