Commutation
Is anyone eligible for commutation and pardons, or is it for certain sentences?

Anyone is eligible to petition the governor for a commutation or pardon. This is done through the Illinois Prisoner Review Board, and then the board makes recommendations to the governor, but the ultimate decision belongs to the governor alone.
