What exactly is "distributing delinquency of a child" and what kind of fines or penalties am I looking at for this charge?

No clue - maybe you mean "contributing to the delinquency". There are civil and criminal penalties, but the question is what are you doing that you think this may be the case. Frankly I'd talk about this with an attorney directly if I were you.....
