Legal Question in Discrimination Law in Illinois

I have bipolar disorder, and I was once held in a psych ward in California, where I was required to sign a document that said I wasn't allowed to own a gun for five years. Does that hold up if I no longer live in California? I was only there for three or four months and moved back to Illinois, where I would like to become a police officer. If the law does hold up outside of California, can I appeal it? And if the gun ownership isn't an issue, is the CPD legally able to deny me employment because I have bipolar disorder, even if the proper steps are being taken to treat it?

Police departments conduct stringent background checks on all candidates for obvious reasons. I'm guessing this issue in your background will exclude you.
