How does flirting or casual touching result in sexual harrassment if no intent to discriminate or persons not in supervisor position

Sexual harassment is unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature. Such conduct can be perpetrated by a supervisor, co-worker, or customer. The answer of whether or not a specific situaiton amounts ot sexual harassment is made on a case by case basis and depends entirely upon specific facts.
