Legal Question in Family Law in Illinois
have a 16 year old --not in trouble --good kid. she moved to florida to help her older sister with child care and finish out school there --what kind of paperwork do I need to do here in Illinois to make it where her sister can act on her behalf? does she have to be a legal guardian? Can we just get POA? Can I just write a letter and get it notarized? Trying to go the cheapest way?

The best thing to do is a guardianship in probate court. A POA will not suffice and a notarized letter will not suffice.
